Video: Poll: Wisconsin concerned about recall election

>> of wisconsin as the president is in vermont, it seem the republican presidential contest is taking a back seat to the recall election of scott walker , the governor of that state. look at this new nbc news marrist poll. more than half the voters are more interested in the recall election . only 37% are more closely watching the gop race. let me bring in our "news nation" panel. we mentioned the president is at the university of vermont there. we heard him give the laundry list of the accomplishments of his administration there. as we continue to keep an eye on that event, i wanted to show you this new marrist poll pole. it shows the president defeating romney 52-35. what do you make of these numbers?

>> wisconsin has been democratically leaning so it is not surprising it might start out this time. there has been at love partisan politics . it it is interesting to see the president would have a lead there. look, romney and santorum will both get a chance to own the state over the next couple days. i think that has been both good and bad for republicans in a lot of these swing states when they've campaigned. they've been in ohio and michigan. and it gives votearies chance to see them. they get to run the field when that primary happens. whether those messages that they're debating will resonate or not, look at those numbers. you have to ask. we'll find out for sure in a few more months.

>> it is interesting. this poll shows that in wisconsin , more republicans are interested in the recall of scott walker than they are with the primary where mitt romney has a nice little lead over santorum right now. what do you make of that?

>> i think there's been so much attention paid to governor walker and i mean, think about it. last year was not exactly his best year despite getting elected.

>> i think he would agree with you.

>> absolutely. but his number, he is at 48-48 for re-elect. i think there is a bigger number here. if you dive into the nbc marist poll. 52% think the worst is behind us i.e. the economy. unemployment is below 7% in the state. it is really good, or at least most of the country. the other thing that is very important is the gender gap . that's a 25% differential between romney and the president. if women are out there in force voting. these women are teachers, they're nurses, et cetera , et cetera . that is going to be in my opinion, very, very bad for republicans in the fall. that's seven months away. a lot can change. and don't forget that barack obama almost won with 60% in that state.

>> but we know again, the dynamics of the state, certainly, and this heated rhetoric. there was a reference to scott walker being the most polarizing or divisive governor someone said, ever. another person said in recent memory. we can go back and forth on that. nevertheless, a lot of eyes outside of wisconsin are looking in to see what that. even scott walker when he's made the rounds on fox news and other conservative outlets, he has pointed out that all of these outside voices have come in, he says, to get him.

>> well, sure. there is been a lot of outside attention. you can say he brought it on himself, perhaps. there is been a lot of outside attention that has come into the state. it will come in in the next couple days. in another circumstance, the governor, that could be something they would want. in this case you've seen both bases nationwide. both the republican base that opposes what he's been doing and the labor unions on the other side, really mobilized by this. i think we've seen a pretty big change dynamic cynic 2010 when it all first began.

>> and jimmy, two endorsements we've been about for mitt romney . he will be with paul ryan today. we know what happened with the former president, georgia h.w. bush. he references one of my favorite country singers of all time, kenny rogers , the gambler. let me play the former president.

>> i do think a party to get behind governor romney and she was reminding me, kenny rogers singing, time when to hold them, time when to fold them. i think it is time for people to all get behind this good man.

>> as in people, he means rick santorum . because gingrich is pretty much done.

>> i think we are seeing a major coalescing. i'm not sure that's a word, around team romney and the candidate. if romney limps out of wisconsin with only a four or five-point lead, and that poll only has him up by seven or eight, right? so if he only limps out of wisconsin with another win, a win is a win but not a solid 10-point, 11-point win, is he going to be the nominee? yes. will there be more endorsements like the paul ryans of the world, that ones that actually matter? yes. i think the conservative base is not fired up about the guy. i think jimmy is great and he's a visionary. we can all see that. there is nothing new here. that the conservative base in that party is not, quote, crazy about mitt romney . whether he limps in. he scoots in order gets it by a nose. his goal is to get that nomination. and it appears after tuesday.

>> he appears to be on track. they've been talking about math the last couple weeks. how exciting is that? isn't just wisconsin . it is also d.c. and maryland. and i expect when you add the three of them up, you're going to see he has won the night pretty handily. then you look to the next set of races on the 24th and they are also in the northeast. this is a region that romney is expected to do very well in. his kinds of republicans. i think you have to look to may that santorum is expected to do well in or win outright, you will have a lot of people saying it is romney 's and that will be tough to overcome.

>> have a great weekend.

No clear way to court for Syria war crimes suspects

GENEVA/NEW YORK, March 29 - U.N. officials have compiled a list of Syrian figures suspected of crimes against humanity in the uprising against President Bashar al-Assad, but opposition from Russia and China means the accused are unlikely to appear in the dock at the international war crimes court any time soon.

As world powers press for an end to the violence that has racked Syria and claimed thousands of lives, pressure is building over accusations that Assad's security apparatus has committed crimes in suppressing the year-long revolt.

Syrian government forces have been accused in a U.N. report of committing widespread, systematic and gross human rights violations amounting to crimes against humanity. There was also evidence of abuse by some rebel groups, it said last month.

A U.N. Commission of Inquiry on Syria has handed over a confidential list of senior Syrian officials suspected of ordering crimes against humanity including murder, abductions and torture to the United Nations for possible prosecution - whether by an international court, or national bodies using universal jurisdiction, or even a Syrian court in future.

But in the case of Syria, the International Criminal Court - the world's first permanent war crimes court - is powerless for the time being. The ICC has no reach there because Syria is not a state party to the Rome Statute, and because the United Nations Security Council is deadlocked over the issue.

"If the Security Council provides a decision (that) we should investigate Syria, we will do it," ICC prosecutor Luis Moreno-Ocampo said earlier this month. "We are always able."

But Moscow and Beijing have stone-walled in the Council.

"The Security Council can bring a case, but China and Russia are unlikely to agree so that the chances are slim at the moment," said Louise Doswald-Beck, professor of law at Geneva's Graduate Institute of International and Development Studies.

"But there is a possibility (of arrest and prosecution) if these people were rash enough to travel to states that can try people for war crimes and crimes against humanity."

The office of the ICC prosecutor has an information and evidence unit which can receive evidence submitted by members of the public or official bodies: so, for example, evidence from Syria could be submitted to the unit and held there in case an official investigation does go ahead.

But the office's representatives refuse to say whether they have received any evidence about war crimes in Syria.

U.N. officials have supported an investigation.

"I endorse the call by (U.N. High Commissioner for Human Rights Navi Pillay) to have the International Criminal Court investigate whether these amount to crimes against humanity," Juan Mendez, U.N. special rapporteur, or investigator, on torture worldwide, said in an interview.

RUSSIA AND SYRIA SHIELD ASSAD

The United Nations estimates Syrian forces killed at least 9,000 people over the past year as Assad's forces pounded rebel strongholds into submission. The government says opposition fighters killed 3,000 soldiers and security forces personnel.

The Hague-based ICC, which has investigated several cases involving alleged war crimes over the past decade, earlier this month handed down its first-ever ruling when it found Congolese warlord Thomas Lubanga Dyilo guilty of using child soldiers in the Democratic Republic of Congo.

But so far it has missed the chance to try some of the biggest names suspected of genocide or crimes against humanity. Sudanese President Omar Hassan al-Bashir, wanted on charges of orchestrating genocide, remains at large.

Last year, the ICC issued arrest warrants for Libya's former ruler Muammar Gaddafi, his son Saif al-Islam, and his spy chief, Abdullah al-Senussi, following a referral by the U.N. Security Council. Gaddafi was killed by rebel forces, Saif is in prison in Libya, while Senussi was recently detained in Mauritania: it remains unclear whether either of them will appear in The Hague.

With Syria, Moscow and Beijing have shielded Assad from U.N. Security Council condemnation by vetoing two Western-backed resolutions over the bloodshed, but they approved a Security Council statement on March 21 endorsing U.N.-Arab League envoy Kofi Annan's bid to end the violence in Syria.

UNIVERSAL JURISDICTION, BACK-DOOR AVENUES

Legal experts such as Doswald-Beck say one possible chink in the case of Syria is if any of those involved in war crimes were to leave the country and travel to another jurisdiction which could try them - provided it can be shown that these individuals ordered a direct attack on civilians or torture.

"As they are probably all Syrian nationals, it would be only on the basis of universal jurisdiction that you could try them," she said.

"If these people choose to travel and they arrive in a state party to the Convention against Torture, they need to be brought to justice. As long as they are sitting in Syria and don't move, that's where the problem lies."

There is a back-door avenue for getting an ICC case going. One human rights expert told Reuters privately it is possible for an ICC member state to refer the Syrian case to the court, which would allow the prosecutor to look into the situation there. If the prosecutor found dual-nationality suspects with passports from ICC members, those individuals could theoretically be indicted.

Assad's wife, Asma, for example, holds a British passport and could be indicted if the ICC ever suspected she was linked to war crimes. But this approach would not apply to her husband, nor is it clear it would apply to anyone on the secret list.

The U.N. Commission of Inquiry on Syria's secret list of suspects is believed to include Assad's inner circle and senior officials of the Baath party, army and security forces.

"The Commission of Inquiry handed me a list of names of people in high positions, including in the military and security forces, who have been implicated in the most serious international crimes that fall under the jurisdiction laid down in the Rome Statute," U.N. High Commissioner for Human Rights Pillay told Reuters in Geneva, referring to the treaty setting up the ICC.

"I will hand over this list of alleged perpetrators to any future credible investigations," said Pillay, a former ICC judge.

In its February report, a three-member panel, headed by Brazilian expert Paulo Pinheiro, said that Syrian forces bent on crushing the uprising had shot dead unarmed women and children, shelled residential areas and tortured wounded protesters in hospital under orders from the "highest level" of army and government officials.

"The commission also identified particular army units, security agencies and their branch offices for which there are reasonable grounds to believe that they carried out gross human rights violations," the report said.

There was also evidence of abuses committed by some rebel Free Syrian Army (FSA) groups.

The U.N. report said it had reliable accounts that the National Security Bureau of the Baath Party National Command was used to translate policy directives into strategic operations.

"COMPLEX OPERATIONS"

Military and security forces, civilian authorities and Baath Party officials coordinated operations through local security committees, it said.

"On several occasions, senior security officials were deployed from the capital to coordinate operations involving crimes against humanity and other gross violations," it said.

"Most crimes against humanity and gross human rights violations were carried out in complex operations that involved the entire security apparatus and therefore would have required superior directives."

The four major intelligence and security agencies with direct reporting lines to the president's office - military intelligence, air force intelligence, the general intelligence directorate and the political security directorate - "were at the heart of almost all operations", it said.

As the conflict evolved, elite army units closest to the leadership - the Special Forces, the Republican Guard and the Fourth Division - played an increasingly prominent role, the latter two especially in Damascus and its suburbs, it said.

"You would expect from the institutions named in the report, that the key people in those institutions to be on the list, there are enough hints," said one international human rights expert who has not seen the list, but who saw the public report.

For the Commission of Inquiry to have included it, it is likely to be all corroborated evidence, but it still needs to be proved in a court of law, this expert said.

"The investigators would look at his close circle, the constitutional order, the ministers of defense, of interior, head of security services. You start with a matrix and corroborate evidence from witnesses, these are the criteria."

LIST CREATES PRESSURE

The existence of the list creates pressure on states to take action as it means that dozens of people can be brought to justice, once a credible jurisdiction is empowered to move on the case, said Mona Rishmawi, chief of the rule of law branch at the office of the U.N. High Commissioner for Human Rights.

Several countries, including Britain, Belgium, Canada, Spain and the United States, have established universal jurisdiction for some crimes such as torture, said Rishmawi, who led a similar U.N. investigation in Darfur which contributed evidence leading to the ICC's indictment of Sudan's President Bashir.

Aside from the U.N. report, there is other evidence that could be used to mount a case, legal experts said

U.N. special rapporteur Mendez said that a Channel 4 video purporting to show Syrian patients being tortured in hospital appeared to support increasingly grave allegations pointing to crimes against humanity.

"With respect of torture, as grave as the allegations were six to eight months ago, this latest seems a step or two above that," Mendez, himself a victim of torture while jailed by the military dictatorship in his native Argentina in the 1970s, said in an interview in Geneva.

"There's a limit to what I can do. I have to say that I am frustrated that I cannot do more. I wish I had more powers."

Business Social Media Marketing: The New Way to Market | Stacey ...

Business social media marketing is a process that encompasses a number of different systems rolled into one. It allows you to create a method of marketing your business socially, rather than using a one sided approach that advertising often requires. With this method of marketing, you communicate with your customers and potential customers on a one on one basis, and that means more opportunities to build a successful customer relationship. As part of your customer relationship management, every business needs to focus on this type of marketing. The process includes a number of different steps.

One of the first steps is to consider your business?s online presence. Every business needs to have some type of presence online, including a website or blog. Customers interact with a business on the web first, before attempting to work with the business in person, even if the customer is local to the business. It is because of this that businesses need to be online. But, just having a website or a blog is not enough. Businesses need to take this process one step further by interacting with customers using the Internet.

Once you have a web presence, the next step is to use it to communicate with those online. A blog, for example, is one type of business social media marketing tool. With a blog, you can easily convey your message about things such as changes in the company or put focus on specific customer related concerns, such as new products, how to use products or why your products are better. This information is then used to help get people to the website. With the use of keywords and search engine optimization, you can better improve your ability to interact with your customers online.

In addition to this, the business needs to become more social. In other words, you need to be using the websites and social media marketing tools available to you where your customers are located. What websites are these? Websites such as Facebook and Twitter are two of the best places to start. With these websites, you interact with potential customers, whether they are people who are looking for your product or service or those who have already purchased your product or service and have something to offer or some input to provide. This opens the door for your business to talk with other businesses.

Taking a step forward, the use of social media like this is not meant to be promotional or sales like. It means interaction with customers but in an informal way that gets customers to open up. You may create a blog post about a new product you offer. Then, you post a link to that blog post on your Facebook page, which draws customers in to your website where they can learn more or buy. Post another link on your Twitter account. Search Twitter for people having the problem you just mentioned and interact with them, offering a clear solution to their problem.

This process may seem completely different from what you are used to using in traditional advertising, but it is one of the most effective methods of advertising today. It is effective because it works. Most of the largest businesses out there are using social media to interact with potential customers. You should be doing this too. Business social media marketing is not expensive or complex to do. You may find it to be a pleasant change from the traditional types of marketing you have used in the past, in fact. Find out how it can work for your needs.

Spanish workers strike against labor reforms

Josep Lago / AFP - Getty Images

A wounded protester gets assistance following clashes with riot policemen during a demonstration in Barcelona on March 29, 2012 on a national strike day.

By msnbc.com news services

Flag-waving Spanish workers livid over labor reforms they see as flagrantly pro-business blocked traffic Thursday, forming boisterous picket lines outside wholesale markets and bus garages, as part of a nationwide strike.

Unions claimed massive participation in the 24-hour stoppage protesting what they claim to be the latest dose of bitter medicine Prime Minister Mariano Rajoy's conservative government has prescribed to appease European Union overseers and jittery investors watching Spain's debt grow and its GDP shrink.

Police arrested a number of protesters in Madrid, while small-scale violence flared in Barcelona, Spain's second city. Tourists were locked out of the Alhambra, a 14th-century Moorish palace in the southern city of Granada which is one of Europe's great cultural monuments.

The unions demanded a "gesture" from the government to scale back the reforms, warning they could cause more unrest from May 1.

The government quickly said no, and downplayed the impact of the strike, which failed to bring the country to a standstill. "There is no stopping on the path to reform," Labor Minister Fatima Banez said.

In fact, the government will on Friday serve up even more austerity pain with a 2012 budget to feature tens of billions of euros (dollars) in deficit-reduction measures.

PhotoBlog: Workers strike in Spain filling streets and closing businesses

The cuts are designed to help Spain lower its deficit to within EU limits and calm the international investors who determine the country's borrowing costs in debt markets ? and therefore have a lot of say in whether Spain will follow Greece, Ireland and Portugal in needing a bailout.

There were no reports of significant violence in Thursday's demonstration. A total of 58 people were detained and nine were injured in scuffles as the strike got under way a minute after midnight, Interior Ministry official Cristina Diaz said.

Unions are challenging a conservative government not yet 100 days old, protesting changes to labor market rules long regarded as among Europe's most rigid. Among other things the changes make it cheaper and easier for companies to lay people off and let them cut their wages unilaterally.

On the Gran Via, one of the Spanish capital's main commercial strips, a group of about 500 whistle-blowing picketers marched slowly, blocking traffic for about an hour. Police and helmeted riot police watched from the sidelines.

As the group made its way down the boulevard, many merchants ? such as jewelers and clothing retailers ? pulled down their metal shutters or locked their front doors.

PhotoBlog: Spanish protests turn violent, destructive

One protester, Angel Andrino, 31, said he was laid off a day after the labor reforms were approved in a decree last month. The government argues that while the reforms might hurt now, they will create jobs in the future. Spain is by official estimates already back in recession.

Andrino lives with his parents and brother, the latter the only one to be employed, with a part-time job.

"We are going through a really hard time, suffering," he said. "The rights that our parents and grandparents fought for are being wiped away without the public being consulted."

General Workers Union Secretary General Candido Mendez put average participation at midday at 77 percent but said that it was 97 percent in industry and construction. "This strike has been an unquestionable success," said Mendez.

Some statistics, however, suggested the strike had not brought the country to a standstill.

Electricity consumption ? a measure of industrial and commercial activity ? was down by 17 percent at mid-morning, according to the Interior Ministry. That is slightly less than during the last general strike in 2010, which was deemed only partially successful.

Investors are worried about prospects for continued, widespread social unrest of the kind seen in bailed-out Greece. But management professor Jose Ramon Pin of IESE Business School said this will not happen in Spain because people reluctantly accept that the country needs a radical economic makeover.

"This country is in no mood for taking to the streets," Pin said.

One of the strike's most noticeable effects was on public transportation, with unions guaranteeing only around 30 percent of normal service at rush hour times.

"We're offering the government a chance to start a different path (of reform) in search of wider consensus," Ignacio Fernandez Toxo, head of Spain's largest union Comisiones Obreras said. "If not there will be rising social conflict."

?The main airline, Iberia, canceled 65 percent of its flights.

By mid-morning, 402 flights had been canceled, National airport operator AENA said. Minimum services decreed by law ensured that 1,675 flights would operate ? less than half of the average daily amount of more than 4,500 flights.

The Associated Press and Reuters contributed to this report.

Guanxi: it's like friendships with benefits | Asian Business Daily

Guanxi: it?s like friendships with benefits
Editorial by?Jeff LoCastro, Founder of North Central China Real Estate Association

Guanxi (pronounced: Gwan-she) is the method by which all business is done in China. Guanxi translates to ?relationships?. In the Chinese business world it is understood as the network of relationships among various parties that cooperate together and support one another. Guanxi is not code for bribery, as some people think. It?s simply Friendship with Benefits.

Guanxi is a tradition covering thousands of years and is present in every transaction in China. There is absolutely no way to get around it. Not even for the Chinese. It is an integral part of life in China. What anyone who is or planning to do business in China must realize is that Guanxi is real, it exists, and you will have to play.

Guanxi is bonding, guanxi is friendship, guanxi is quid-pro-quo. Guanxi is Vito Corleone without the ?I?ll make him an offer he can?t refuse.? The Chinese businessmen mentality is very much one of ?You scratch my back, I?ll scratch yours.? In essence, this boils down to exchanging favors, which are expected to be done regularly and voluntarily. Therefore, it is an important concept to understand if one is to function effectively in Chinese society.

While you have have to play the game, you don?t have to play with everybody. You can pick and choose who is in your fold. And that?s the art. Who you?ve ?got? and factually to what level can your Guanxi take you is the million dollar question. Everyone you meet will boost of the ?friendships? they have with officials and ?important? people. Even the cab driver will do it.

With good Guanxi it can be tempting to clear a path at every turn. Resist that urge. Use the Guanxi for everything else except cutting corners. If a trusted allie, Guanxi or not, tells you , ?Oh, you don?t have to do?that ? I?ll talk to the government and they will make an exception for you.?, it may well be true, but you are hanging your self over an edge. What if the official who agreed the short-cut leaves office or gets pressure from another multi-level bureaucrat with whom you don?t have Guanxi? What if you?re operating in one of the provinces and the bureaucrat questioning the legitimacy of your project comes from the central government? That can be a substantial problem that will put your entire project at risk. At times, you will be told, ?it?s the way we do it in China.? That may be true, but it isn?t the smart move. Use common sense. If you were in Sydney, Tokyo, San Francisco, London, or Berlin and the guy (perhaps even a trusted friend) at the planning counter said, ?Hey, don?t worry about getting approval from the building department. I know a guy there. I?ll talk to him. Go ahead and start construction.? . At anytime would you ever respond, ?Great. Thanks. We?ll start tomorrow.?? Of course not. If you would not do it in your home town, your home city, your home province, your home state, or your home country. . . . .don?t do it in China. With the help of Guanxi, do it all by-the-book.

The mistake that most businessmen make (nationals or foreigners) is trusting the fate and future of their businesses to Guanxi. It is important, it is critical, it is a necessary part of doing business in China. And to be successful in the PRC, you have to be good at it. But you still have to maintain control; you still have to use common sense.

Friends with benefits doesn?t mean you cede control of your project or enterprise. It means you respect the relationship, yet maintain control over your domain. You use it when necessary and be prepared to give back in proportion. Then set a process in place to maintain, love and hug the relationship for the duration of which you have financial interests in China.

It?s a lot of work, but the Benefit of Friends makes Friends with Benefits worth it in the long run.

Karen Dolan: If Health Care Reform Falls, Look in the Mirror

Supporters of Obama's health care reform are "keeping a stiff upper lip" reports The Hill as reaction to three tough days of oral argument and questioning on aspects of President Obama's Affordable Care Act (ACA).

The entire health reform effort seems to hang in balance, dangerously. It looks like a very real possibility that Americans who do and will need health care, and who do or will have health conditions -- i.e., pretty much everyone -- will again be excluded from coverage for pre-existing conditions and others priced out of coverage at alarming rates if the unusually conservative and ideological Supreme Court backs the GOP.

It didn't have to be this way. We had the power to make things different. In fact, we still have the power to make things different.

As poorly as the administration calculated, strategized, composed and communicated their reforms, they did what Administrations do. They brought industry to the table, they excluded single payer advocates, they vastly overestimated their ability to bring the other side on board, they vastly underestimated the extreme ideology that opposed reform and they botched the messaging of all of it.

Candidate Barack Obama campaigned on universal coverage. He told would-be supporters that, if he were "starting from scratch," single-payer would be ideal. Indeed, he even understood that the only true reform, that would sufficiently control costs and actually achieve universal coverage, was a single payer, government-sponsored health care system. The evidence is overwhelming that only such a system can achieve those goals.

President Barack Obama however, not only quickly abandoned any thought of a fight for a true universal system, he set his left flank where he wanted to end up: the public option. In addition to current private plans, geographical regions would have another choice, a "public option" which would have the power of the federal government behind it to negotiate down premiums. Absent a single payer system, there could be some real cost savings this way and, some thought, an opening to a future single payer system. Though perhaps this weak option is all one could expect from a centrist administration, it was not what progressives and the Democratic base either really wanted nor should have fought for.

But progressives did fight for the public option. With some notable exceptions, almost exclusively. Instead of being the rallying grassroots campaign and reasonable solution desired by all progressives, universal, single-ayer health care became the pariah of the organized progressives, scoffed at and scorned as unachievable.

It should have come with no surprise that starting where you want to end in a negotiation is a sure way to not get what you want. Progressives could have not only kept their integrity, but they could have provided a left flank as a foil for the administration. Centrist Dems and less-extreme Repubs could have seen a public option as a place to go. The administration should have allowed it, encouraged it, engaged it, used it. Progressives should have fought like hell for it.

No one can say that the outcome then would have been the public option, or wouldn't have. No one knows what the political climate could have been with a strong, organized fight from progressives for Medicare for all. But without a strategy that included such a fight, it could easily have been predicted that public option would not be the outcome.

If we had ended up with a single-payer system, then of course the "individual mandate problem" is non-existent. Even if we had ended up with a "public option," we would not have had this the question before the Supreme Court this spring. Justice Kennedy himself suggested so in his comments that the Individual Mandate problem could be avoided by a tax funded single payer national health service.

So, while progressives, Democrats, Americans who want affordable health care for all of us go forward wringing our hands and "keeping a stiff upper lip," blaming the misinformed conservative ideologues in Congress, in the Supreme Court, in Tea Party get-ups, perhaps we should take a long look in the mirror.

This is a fight for the most basic value a society can have. Will we care for our people or let them become sick, bankrupt, disabled and die unnecessarily because we failed to fight for an affordable quality health care system that covers everyone. Will we slash every other government program virtually out of existence to fund an ever-escalating for-profit insurance system? Isn't it time to fight for Medicare for all?

Barnes & Noble Incorporates In Germany, Closest Sign Yet Of European Nook Launch

barnes_and_noble_nook_tablet_1161200_g2Just as Amazon is launching a new versions of the Kindle in Europe (but not the Fire tablet, yet), one of its big competitors is taking one more step in its bid to enter the European market: Barnes & Noble has incorporated a new company, Barnes & Noble Digital Media GmbH, in Germany. B&N incorporated the German company on March 15, just around the time that the U.S. company came to London to promote the Nook to developers.

What Science Wants to Know

Image: Illustration by Oliver Munday

Most scholars agree that Isaac Newton, while formulating the laws of force and gravity and in?venting the calculus in the late 1600s, probably knew all the science there was to know at the time. In the ensuing 350 years an estimated 50 million research papers and innumerable books have been published in the natural sciences and mathematics. The modern high school student probably now possesses more scientific knowledge than Newton did, yet science to many people seems to be an impenetrable mountain of facts.

One way scientists have tried to cope with this mountain is by becoming more and more specialized, with limited success. As a biologist, I wouldn?t expect to get past the first two sentences of a physics paper. Even papers in immunology or cell biology mystify me?and so do some papers in my own field, neurobiology. Every day my expertise seems to get narrower. So scientists have had to fall back on another strategy for coping with the mountain of information: we largely ignore it.

That shouldn?t come as a surprise. Sure, you have to know a lot to be a scientist, but knowing a lot is not what makes a scientist. What makes a scientist is ignorance. This may sound ridiculous, but for scientists the facts are just a starting place. In science, every new discovery raises 10 new questions, as playwright George Bernard Shaw sardonically declared in a dinner toast to Albert Einstein.

By this calculus, ignorance will always grow faster than knowledge. Scientists and laypeople alike ?would agree that for all we have come to know, there is far more we don?t know. More important, everyday there is far more we know we don?t know. One crucial outcome of scientific knowledge is to generate new and better ways of being ignorant: not the kind of ignorance that is associated with a lack of curiosity or education but rather a cultivated, high-quality ignorance. This gets to the essence of what scientists do: they make distinctions between qualities of ignorance. They do it in grant proposals and over beers at meetings. As James Clerk Maxwell, probably the greatest physicist between Newton and Einstein, said, ?Thoroughly conscious ignorance ... is a prelude to every real advance in knowledge.?

This perspective on science?that it is about the questions more than the answers?should come as something of a relief. It makes science less threatening and far more friendly and, in fact, fun. Science becomes a series of elegant puzzles and puzzles within puzzles?and who doesn?t like puzzles? Questions are also more accessible and often more interesting than answers; answers tend to be the end of the process, whereas questions have you in the thick of things. I can?t grasp much of immunology even though I have a fancy Ph.D., but the wonderful thing is that most immunologists can?t either?no one knows everything anymore. I can, however, understand the questions that drive immunology. And although I don?t pretend to understand much about quantum physics, I can appreciate how the questions in that field arise and why they are so fundamental. Emphasizing ignorance is inclusive; it makes everyone feel more equal in the same way the infinity of space pares everyone down to size.

Of late this side of science has taken a backseat in the pubic mind to what I call the accumulation view of science?that it is a pile of facts way too big for us to ever hope to conquer. But if scientists would talk about the questions rather than boring your eyes out of their sockets with reams of jargon, and if the media reported not only on new discoveries but the questions they answered and the new puzzles they created, and if educators stopped trafficking in facts that are already available on Wikipedia?then we might find a public once again engaged in this great adventure that has been going on for the past 15 generations.

Fujitsu Stylistic Q550 (Intel Atom Z690)

When we first reviewed the Fujitsu Stylistic Q550 ($849.99 list, 4 stars), we were impressed with the little tablet PC. It offered business-ready security features and rugged construction, and provided better ease of use than many competing 32-bit Windows tablets. With the Fujitsu Stylistic Q550 (Intel Atom Z690), the tablet gets an upgraded processor (and a price bump, to $990 direct) while retaining all the features we liked about the previous model, such as long battery life and a stylus for pointing precision. The Atom Z690 processor in the new Stylistic Q550 may not match the laptop-grade processor found in the Samsung Series 7 Slate (700T1A) ($1,349.99 direct, 4 stars), but it ranks high among similarly equipped tablets.

Design and Features
The Q550 is ruggedized for business and retail use, with a magnesium-alloy frame and a screen covered in scratch-resistant, chemically strengthened glass. Built to meet military endurance standards for shock, vibration, altitude, temperature, and humidity, it's capable of withstanding the rigors of both the show floor and the production line.

The tablet measures 0.63 by 10.83 by 7.56 inches (HWD), and weighs only 2 pounds. This is heavier than the previous version of the Q550, which weighed 1.87 pounds. The extra weight can be attributed in part to different internal hardware, but also to a heavy rubber bumper that has been added to the back side of the tablet; the bumper makes the tablet 1 inch at its thickest point. When resting on a table, the bumper causes the tablet to tilt upward at a slight angle, and provides traction and a more secure grip when you're holding the tablet.

The 10.1-inch touch screen offers 400 nits of brightness and 1,280-by-800 resolution, which is enough for enjoying 720p video. The display has a built-in mono speaker; its sound wasn't terrible, but the lack of stereo sound may disappoint some. The touch screen is intended to be navigated primarily with a stylus?the same model found on the Motion Computing CL900 ($1,250 street, 3.5 stars)?but fingers will work just as well, if not with the same precision. Unfortunately, the new Stylistic Q550 still has one of the few failings seen in the previous modelno place to stow the stylus.

On the back side of the Q550 you'll find a user-accessible battery. Whereas most tablet PCs seal the battery into the chassis, the battery of the Q550 can be removed, replaced, and even swapped out during use.

Along the edges of the tablet you'll find a physical on/off switch, a dedicated Ctrl-Alt-Del button, and a button that rotates the screen display?something the Q550 doesn't do automatically when you rotate the tablet. You'll also find security options like a fingerprint scanner on the back of the tablet, a SmartCard reader on the edge of the chassis, and an embedded Trusted Platform Module (TPM). A single USB 2.0 port and a full-size HDMI output provide some flexibility in connecting peripherals and external displays, and a docking port lets you connect to a Fujitsu brand dock ($69.99 direct option).

Wireless connectivity has been enhanced for this model; a Gobi 3000 wireless broadband module supplements the basic 802.11n Wi-Fi and Bluetooth 3.0. Also inside the tablet is a 62GB solid-state drive (SSD), and although it's fast, you may want to bolster that storage with an SD card. The integrated SD card reader will accommodate cards up to 32GB in capacity, increasing the storage space by more than half. The Q550 is also relatively free of bloatware, with only a few tablet-specific utilities and Microsoft Office Starter 2010. Fujitsu covers the Stylistic Q550 with a one-year warranty, but that can be extended to two or three years (available for $95 and $175, respectively).

Performance
Fujitsu Stylistic Q550 (Intel Atom Z690) This Stylistic Q550 is equipped with a 1.7GHz Intel Atom Z690 processor, a step up from the 1.5GHz Atom Z670 found in both the previous Q550 and the Motion Computing CL900. In our CineBench R11.5 rendering test, which serves as our processor speed benchmark, the Stylistic Q550 (Intel Atom Z690) scored 0.19, a slight edge ahead of the previous Q550 (0.18), but still not matching the 0.22 scored by both the CL900 and the ViewSonic ViewPad 10pro ($699.99 street, 2.5 stars). In MobileMark 2007 battery-life tests, the tablet's overall battery life dropped to 7 hours 8 minutes, down from the 7:42 of the older Fujitsu. Despite this drop in battery life, the Q550 still offers better all-day endurance than the ViewPad 10pro, which only managed 4:27.

Fujitsu Stylistic Q550 (Intel Atom Z690)

The Fujitsu Stylistic Q550 (Intel Atom Z690) brings business functionality and rugged construction to a Windows tablet that is easy to use and ready to integrate into your existing IT structure. Though hampered by some of the problems seen in its predecessor, like a bit of extra weight and the lack of storage for its stylus, the new Q550 (Intel Atom Z690) is still a smart choice for any business that needs Windows computing in a mobile package. Between its best-in-class navigation and gains in processing power thanks to the new Atom Z690 processor, the new Q550 is a compelling buy, but so far the Samsung Series 7 Slate (700T1A) is the only tablet PC we've seen that provides an experience on par with a standard laptop.

BENCHMARK TEST RESULTS:

Compare the Fujitsu Stylistic Q550 (Intel Atom Z690) with several other tablets side by side.

(AP) ? A Cuban dissident group known as the Ladies in White held its customary weekly protest without incident Sunday on the eve of Pope Benedict XVI's visit to the island.

The lack of any arrests at the march outside a Havana church and the absence of the pro-government crowds that sometimes curse the women and yell revolutionary chants indicated an apparent unspoken temporary truce, after dozens of dissidents were briefly detained last weekend.

The Ladies in White also appeared to be in a compromising mood, saying they would try to attend Benedict's Mass on Wednesday in Havana's Plaza of the Revolution but would not use it to advance their cause.

The group's leader, Bertha Soler, said they will not shout slogans or wear T-shirts bearing the image of the group's late co-founder, Laura Pollan.

"It is a sacred Mass," Soler said.

"You have to be respectful. One goes to temples to pray ... there will be no politics," she added.

Dozens of government opponents, including Soler and her husband, were rounded up last weekend and held briefly. At the time, Soler said authorities warned her the main thoroughfare in western Havana where the Ladies march each week would be off-limits.

But there were no detentions at the march Sunday after the group went to Mass. Nor were they harassed by pro-government crowds. Cuba say the Ladies and other dissidents are mercenaries bent on undermining the government's authority, and accuses them of taking U.S. money to engage in subversive acts.

The 30 or so protesters were outnumbered at least two-to-one by foreign journalists in town to cover Benedict's visit as they walked along the median of Quinta Avenida.

Soler said they are still hoping to meet with Benedict even for a minute to deliver a list of 46 people they consider political prisoners in Cuba and ask him to intercede on their behalf.

Vatican officials have said the pope does not plan to meet dissidents.

Cuba last year released the last of 75 government opponents from a 2003 crackdown on dissent and says it does not hold any political prisoners.

Last week Amnesty International designated four Cuban inmates as "prisoners of conscience," the only ones it recognizes on the island.

Soler also addressed the pontiff's comment on Friday that Marxist ideology is increasingly irrelevant today.

"Really, he's not wrong. ... Communism does not work here in Cuba," she said.

Elizardo Sanchez, head of a group that monitors detentions on the island, said 70 government opponents have been detained in the last four days, and at least 100 beggars were removed from the streets to keep them from being seen by foreign journalists and pilgrims coming for the pope.

The report could not be independently verified. The Cuban government declined to comment.

Obese Women at Higher Risk of Breast Cancer Recurrence: Study ...

FRIDAY, March 23 (HealthDay News) ? Overweight and obese breast cancer patients are at increased risk for recurrence of the disease, a new study finds.

The findings ? which held true even though chemotherapy doses were adjusted for weight ? provide further evidence that lifestyle factors can influence cancer patient outcomes, according to Dr. Jennifer Ligibel, a medical oncologist at the Dana-Farber Cancer Institute in Boston, and an associate professor at Harvard Medical School.

She and her colleagues analyzed data collected from 1,909 breast cancer patients. Of those women, about 1 percent were underweight, 33 percent were normal weight, 33 percent were overweight and 33 percent were obese.

The researchers examined the link between body-mass index (a measure of body fat based on weight and height) and relapse-free survival and overall survival. The findings are slated for presentation Friday at the European Breast Cancer Conference in Vienna.

?Several other studies have shown that being overweight or obese at the time that a woman is diagnosed with breast cancer is linked to a higher risk of recurrence. However, questions have been raised in the past whether obese women were receiving relatively lower doses of chemotherapy due to their weight. Our study mandated that each patient received a chemotherapy dose adjusted to her weight, so these results suggest that treatment factors are not responsible for the differences in recurrence rates seen in heavier women,? Ligibel said in a conference news release.

?We found that BMI was related to both relapse-free survival and overall survival; for example, the 10-year relapse-free survival of a patient who was overweight was 70 percent; compared with 65 percent for one who was obese,? she noted.

Ligibel concluded: ?Obesity is a modifiable factor, and although there is not yet enough evidence to say with certainty that losing weight or exercising more regularly will decrease the risk of breast cancer recurrence, there are consistent links between lifestyle factors such as diet, weight and physical activity patterns and breast cancer prognosis. If future studies show that making changes in lifestyle behaviors for women with early breast cancer will improve survival rates, then lifestyle interventions may one day become a standard part of breast cancer care.?

According to conference chair David Cameron, a professor at the University of Edinburgh in Scotland, these are important findings for women with breast cancer but ?we need to recognize that the reason overweight women have poorer outcomes is not clear,? he said in the news release.

?There are a lot of health reasons why overweight women should try and get back to a normal weight, but this is not always easy, and as the authors acknowledge, we don?t yet know that losing weight after a breast cancer diagnosis will make a difference,? he noted.

Because this study was presented at a medical meeting, the data and conclusions should be viewed as preliminary until published in a peer-reviewed journal.

Mutual Funds Portfolio Management ? An Investment Option That ...

Financial markets today offer enormous growth potential. But managing your own investments can be an extremely challenging task. Anticipating market trends, assessing the impact of socio-economic changes on your investments, keeping abreast of latest corporate developments and financial analysis all adds up. Managing one?s investments can become nearly a full-time affair that requires considerable time and expertise.

During your journey of life, you need to make numerous plans and take important decisions. Some of these decisions have strong financial implications and can alter the course of your life and when it comes to investing your hard earned money, you need to partner with someone you trust, one who will make your money work hard.

The idea of Portfolio management is to overcome the pace of change in business landscape and provide investment avenues to stay ahead of the risk return curve and generate positive returns consistently over a period of time.

During times of intense market volatility, it can be difficult to know what, if anything, you should do. Staying calm, keeping your sense of perspective, taking a rational look at your investments, and seeking the advice of a professional are all smart strategies you can follow.

The desire to grow money is a natural instinct. But as simple as the desire is, the process to do so is just as complex. It is believed that growing and protecting the wealth of an investor is an art.

Just as art is the culmination of talent and experience in an artist, so also growing money depends on the natural instinct and experience of a financial manager. Nowadays financial managers use their combined talents and experience to build up your mutual funds portfolio of investments with an endeavor to bring out the best in it.
