(AP) ? A Chinese government think tank is urging the country's leaders to start phasing out its one-child policy immediately and allow two children for every family by 2015, a daring proposal to do away with the unpopular policy.

Some demographers see the timeline put forward by the China Development Research Foundation as a bold move by the body close to the central leadership. Others warn that the gradual approach, if implemented, would still be insufficient to help correct the problems that China's strict birth limits have created.

Xie Meng, a press affairs official with the foundation, said the final version of the report wil be released "in a week or two." But Chinese state media have been given advance copies. The official Xinhua News Agency said the foundation recommends a two-child policy in some provinces from this year and a nationwide two-child policy by 2015. It proposes all birth limits be dropped by 2020, Xinhua reported.

"China has paid a huge political and social cost for the policy, as it has resulted in social conflict, high administrative costs and led indirectly to a long-term gender imbalance at birth," Xinhua said, citing the report.

But it remains unclear whether Chinese leaders are ready to take up the recommendations. China's National Population and Family Planning Commission had no immediate comment on the report Wednesday.

Known to many as the one-child policy, China's actual rules are more complicated. The government limits most urban couples to one child, and allows two children for rural families if their first-born is a girl. There are numerous other exceptions as well, including looser rules for minority families and a two-child limit for parents who are themselves both singletons.

Cai Yong, an assistant professor of sociology at the University of North Carolina, Chapel Hill, said the report holds extra weight because the think tank is under the State Council, China's Cabinet. He said he found it remarkable that state-backed demographers were willing to publicly propose such a detailed schedule and plan on how to get rid of China's birth limits.

"That tells us at least that policy change is inevitable, it's coming," said Cai, who was not involved in the drafting of the report but knows many of the experts who were. Cai is currently a visiting scholar at Fudan University in Shanghai. "It's coming, but we cannot predict when exactly it will come."

Adding to the uncertainty is a once-in-a-decade leadership transition that kicks off Nov. 8 that will see a new slate of top leaders installed by next spring. Cai said the transition could keep population reform on the back burner or changes might be rushed through to help burnish the reputations of President Hu Jintao and Premier Wen Jiabao on their way out.

There has been growing speculation among Chinese media, experts and ordinary people about whether the government will soon relax the one-child policy ? introduced in 1980 as a temporary measure to curb surging population growth ? and allow more people to have two children.

Though the government credits the policy with preventing hundreds of millions of births and helping lift countless families out of poverty, it is reviled by many ordinary people. The strict limits have led to forced abortions and sterilizations, even though such measures are illegal. Couples who flout the rules face hefty fines, seizure of their property and loss of their jobs.

Many demographers argue that the policy has worsened the country's aging crisis by limiting the size of the young labor pool that must support the large baby boom generation as it retires. They say it has contributed to the imbalanced sex ratio by encouraging families to abort baby girls, preferring to try for a male heir.

The government recognizes those problems and has tried to address them by boosting social services for the elderly. It has also banned sex-selective abortion and rewarded rural families whose only child is a girl.

Many today also see the birth limits as outdated, a relic of the era when housing, jobs and food were provided by the state.

"It has been thirty years since our planned economy was liberalized," commented Wang Yi, the owner of a shop that sells textiles online, under a news report on the foundation's proposal. "So why do we still have to plan our population?"

Though open debate about the policy has flourished in state media and on the Internet, leaders have so far expressed a desire to maintain the status quo. President Hu said last year that China would keep its strict family planning policy to keep the birth rate low and other officials have said that no changes are expected until at least 2015.

Wang Feng, director of the Brookings-Tsinghua Center for Public Policy and an expert on China's demographics, contributed research material to the foundation's report but has yet to see the full text. He said he welcomed the gist of the document that he's seen in state media.

It says the government "should return the rights of reproduction to the people," he said. "That's very bold."

Gu Baochang, a professor of demography at Beijing's Renmin University and a vocal advocate of reform, said the proposed timeline wasn't aggressive enough.

"They should have reformed this policy ages ago," he said. "It just keeps getting held up, delayed."

Shirley MacLaine, Christopher Plummer set for latin Box-Office hit remake "Elsa & Fred"

LOS ANGELES (TheWrap.com) - Michael Radford ("Il Postino") is set to direct Shirley MacLaine and Christopher Plummer in the English-language remake of the Spanish-Argentine box-office hit, "Elsa & Fred," the filmmakers announced on Wednesday at the American Film Market.

The romantic comedy features Elsa (MacLaine) as a gregarious retiree who is as lively as the New Orleans streets outside her apartment. When straight-laced widower Fred (Plummer) moves into her building, conflict ensues.

Adapted from Marcos Carnevale's film that played in theaters in Latin America for a year and yielded a successful stage play, the script is being written by Radford and his writing partner Anna Pavignano ("Casomai," "Il Postino.")

"I am thrilled to be working with two of the greatest screen actors in the history of cinema, and Ed Saxon is a joy to work with. My aim is to do justice to this great movie and bring it to the wider public it deserves," Radford said in a statement.

Principal photography begins December 3 with Edward Saxon ("The Silence of the Lambs") producing alongside Nicolas Veinberg, Matthias Ehrenberg, Ricardo Kleinbaum and Jose Levy. The film will shoot in New Orleans and Rome.

Financing is being packaged by Cuatro Plus Films, Defiant Pictures, Rio Negro Producciones (Mex) and Media House Capital.

MacLaine, who will soon be featured in Ben Stiller's "The Secret Life of Walter Mitty" recently starred in the film "Bernie" opposite Jack Black, and appeared on the BBC's "Downton Abbey." She is repped by ICM Partners.

For 20 years, Jimmy Savile's children's show was a highlight of Saturday night family TV on the BBC. But now, British police say 300 people have come forward with claims that Savile abused them during his 60-year broadcasting career. NBC's Annabel Roberts reports.

LONDON -- The child sex abuse scandal engulfing Britain?s public broadcaster, the BBC, has been producing disturbing headlines in the UK for almost a month, and the signs are this is just the beginning. Since the scandal broke, 300 victims have told police that they were abused by BBC TV host Jimmy Savile, suggesting this number may yet rise.

Savile hosted TV shows, worked for charities and was even awarded a knighthood by Queen Elizabeth II. More than just a TV personality, he was a national institution. He was perhaps Britain?s answer to Dick Clark, hosting the UK?s equivalent of ?American Bandstand,? the very British sounding ?Top of the Pops.?

Savile died last year, but it is another institution, the one he worked for, that has become as much the focus of this scandal. The BBC says new allegations have been made against nine current BBC staff or contributors since the revelations about Savile. Prime Minister David Cameron told Parliament: "These allegations do leave many institutions, perhaps particularly the BBC, with serious questions to answer."

It is difficult to exaggerate how fundamental the BBC is to British culture. It has the highest-rated radio stations. It runs one of the biggest TV channels. Its Web pages are the most-read. Its news is the most trusted. The BBC even has its own "sound" ? a kind of posh, but not too posh, monotone adopted by all newsreaders. British children grow up with it.

Now, it is accused of turning its back while children were allegedly abused on its premises by a BBC star and others. One BBC show, ?Jim?ll Fix It,? even invited children to write in and ask to be on TV. The access to legal minors has prompted comparisons to Penn State University assistant football coach Jerry Sandusky. It?s a scandal that is raising questions about the cult of celebrity and about how large prestigious institutions can offer pedophiles a place to hide.


One seemingly inexplicable aspect of what happened is that so many people now appear to have been aware that it was happening. In interviews, Savile was asked about whether he was a pedophile and denied it. Comedians told jokes about it. Yet for decades no one did anything to stop it. Perhaps all this is not just about the British Broadcasting Corporation but about British culture itself.

BBC ripped for handling of sex abuse scandal tied to former host

The BBC?s journalistic culture is also being questioned. The former director-general of the BBC, Mark Thompson, is soon to be chief executive of the New York Times. Under his leadership, and that of new BBC director-general George Entwistle, a BBC investigation into Savile was dropped last year. It took a rival network, ITV, to uncover the scandal.

It?s still not clear why the well-regarded show ?Newsnight? dropped the investigation, and there is no suggestion that either Thompson or Entwistle were involved in a cover up. But, on top of the BBC?s failure to stop Savile, its shelving of his investigation has shocked the UK. The BBC?s journalism is fiercely independent; its own journalists have done much to make the Savile story headline news, but many of the questions are about the competency of BBC's management rather than individual reporters and producers.

Police believe former TV star Jimmy Savile, a national icon, may have been one of Britain's worst pedophile offenders. Some of Savile's alleged 300 victims had appeared on his TV shows. NBC's Keir Simmons reports.

The alleged abuse happened many years ago, in the 1960s, 1970s and 1980s. And the BBC is not the only organization involved. For example, Savile was allowed into children?s hospital wards. The police were asked to investigate on a number of occasions but failed to bring charges.?What makes the allegations all the more disturbing to many Britons is that the BBC is funded through a tax paid by every British family with a television.

The BBC has faced serious crises before. In 2003, it was investigated after a controversial broadcast about the Iraq war that led to the suicide of a leading scientist. The public inquiry was so critical it lead to the resignation of the BBC?s then director-general. Ten years on, the BBC is still thriving. But it?s hard to imagine a more toxic claim than the allegation that the British Broadcasting Corporation allowed children to be abused by its employees. As another famous British bastion of journalism, The Economist, puts it this week, ?From the height of so much esteem, it is a steep fall.?

Sharing space: Proximity breeds collaboration

ScienceDaily (Oct. 25, 2012) ? A new University of Michigan study shows that when researchers share a building, and especially a floor, the likelihood of forming new collaborations and obtaining funding increases dramatically.

The findings have wide relevance to corporations, as well.

"Our analyses clearly show that there are benefits to co-location," said Jason Owen-Smith, an associate professor of sociology and organizational studies.

Researchers who occupy the same building are 33 percent more likely to form new collaborations than researchers who occupy different buildings, and scientists who occupy the same floor are 57 percent more likely to form new collaborations than investigators who occupy different buildings, he said.

Owen-Smith is the lead author of a report titled "A Tale of Two Buildings: Socio-Spatial Significance in Innovation." The report details the findings of a two-year study funded by the U-M Office of the Vice President for Research, the U-M Institute for Social Research (ISR), and the U-M Medical School.

For the study, the research team conducted surveys of 172 faculty and research staff members in three U-M buildings, and also used administrative data to assess collaboration and physical proximity. The buildings were the North Campus Research Complex (NCRC), the A. Alfred Taubman Biomedical Science Research Building and the Comprehensive Cancer Center.

"One of the truly distinctive features of the University of Michigan is the exceptionally low barrier to doing interdisciplinary research," said Stephen Forrest, U-M vice president for research. "This study gives insights into the benefits that such research brings and how interdisciplinarity, which is now at the forefront of scientific inquiry, is supported by such hubs as the North Campus Research Complex that brings researchers from many different disciplines into contact."

"This study comes at an opportune moment when the NCRC is still an experiment-in-progress of larger scale collaborative research," said David Canter, NCRC executive director. "The conclusions from this study are a reminder that a one-size-fits-all approach is not an optimal approach. Group dynamics and the benefits of chance interactions influence productivity and innovative ideas."

"This kind of rigorous social science research is very much in the ISR tradition," said James S. Jackson, director of ISR. "Similar principles were used by the ISR founders in designing the 1965 ISR building. We invested in this study in order to assist the NCRC but also to inform our decisions about how the new addition to the ISR-Thompson building, now under construction, can maximize interdisciplinary collaborations and success in achieving funding for research from a variety of external sources."

The study, which is the most extensive attempt to date to elucidate the socio-spatial dynamics of successful scientific research collaborations, tests assumptions about proximity and social networks that have stood unexamined for half a century.

One of these assumptions is that passive contacts between inhabitants of a building -- just bumping into people as you go about your daily business -- makes it more likely that you'll share ideas and eventually engage in formal collaborations. This assumption is based on the work of ISR researcher Leon Festinger, who studied the friendships that developed among dormitory residents in the 1950s.

Owen-Smith and colleagues examined the relationship between office and lab proximity and walking patterns, and found that linear distance between offices was less important than overlap in daily walking paths. They developed the concept of zonal overlap as a way to operationalize Festinger's idea of passive contact.

"We looked at how much overlap existed for any two researchers moving between lab space, office space, and the nearest bathroom and elevator," Owen-Smith said. "And we found that net of the distance between their offices, for every 100 feet of zonal overlap, collaborations increased by 20 percent and grant funding increased between 21 and 30 percent."

Owen-Smith and colleagues also found that the likelihood of passive contacts can be more simply assessed by using a measure of "door passing" -- whether one investigator's work path passes by another's office door.

The analysis also showed the research groups studied were more likely to report unscheduled, impromptu encounters rather than scheduled meetings, and that most communication took place face-to-face rather than through electronic means. But this tendency varied among groups.

Other members of the study team are U-M researchers Felichism Kabo, Margaret Levenstein, Richard Price, Gerald Davis, Yongha Hwang and Natalie Cotton Nessler.

    Cops: La. woman set herself on fire, wrote slurs

    Investigators say the woman who claimed she was the victim of a violent racially-motivated attack fabricated the claims and actually set herself on fire. Paige Brown reports.

    The Louisiana woman who told police that she was set on fire by three men and that her car had racial slurs smeared on it did the heinous actions she described herself, authorities now believe.

    Sharmeka Moffitt, 20, told police she parked her car by a walking trail in Civitan Park in Winnsboro, La., on Sunday evening to go exercise when she was set on fire by three men who she described as wearing white hoodies. She was able to extinguish the flames herself and when police found her car, the letters "KKK" and the N-word had been scrawled across the hood.

    But what had the rumblings of a hate crime was all?apparently a "self-inflicted situation," police said.

    ?In less than 24 hours, the state crime lab was able to analyze the evidence found at the scene, including a cigarette lighter, lighter fluid and also the hood of the car that had a paste-like substance spread across it, and it identified [Moffitt?s] fingerprints as well as some female DNA,? Louisiana State Police Capt. Doug Cain told NBC News. ?With this evidence, investigators were able to determine that she was alone in the park that night and made up the story.?

    Authorities released their findings at a press conference Tuesday evening.?The Louisiana State Police, the Winnsboro Police Department, the Franklin Parish Sheriff?s Department and the FBI were all assisting in the investigation. ?

    ?This has been a very disturbing case for all involved,? Franklin Parish Sheriff Kevin Cobb?said. ?All of the evidence indicates this was a self-inflicted situation.?

    Cain said police have not yet spoken with Moffitt, who underwent surgery Tuesday to treat burns covering more than 60 percent of her body on her chest, back, arms and legs. ?We certainly hope to speak with her about it, but her health comes first,? Cain said. Moffitt remains in critical condition in the burn unit at Louisiana State University in Shreveport, the Shreveport Times reported.

    A few hours after police said Moffitt had lied, nearly 130 residents of the?tight-knit?Winnsboro community attended a candlelight vigil at Civitan Park Tuesday night to offer prayers and support to Moffitt and her family.

    In a statement, Moffitt?s family said, ?Our family is devastated to learn the circumstances surrounding our daughter?s injuries. While this was not the resolution we had expected, it is a resolution, and we appreciate the thorough investigation by the local and state police, as well as federal agencies.?

    While Cain said he hasn?t seen anything of this nature in the area before, this isn?t the first time alleged hate crimes have been exposed as hoaxes.

    A Nebraska woman who claimed she was the victim of a homophobic hate crime in July was subsequently charged with making false claims to police after they spent three weeks investigating the case and discovered no clues or leads in the case. ?

    The woman, Charlie Rogers, 33, told police three men wearing black ski masks broke into her home during the early morning hours, bound her wrists and ankles with zip ties, beat her and carved anti-gay slurs into her arms and abdomen. Because of inconsistencies in Roger?s various accounts of the attack and conflicting forensic evidence, police arrested Rogers.

    A Washington state woman who falsely claimed a stranger had thrown a cup of acid in her face in August 2010 later admitted her injuries were self-inflicted and part of an attempt to kill herself.

    28-year-old Bethany Storro was charged with three counts of felony theft for allegedly taking more than $28,000 in donations from people believing she had been assaulted by a stranger. When the acid proved not to be fatal, Storro told a detective that she could at least get plastic surgery on her face.?

    Police have not yet said whether Moffitt will face criminal charges due to the attack.

    Frankin Parish District Attorney Mack Lancaster told NBC News that ?there is a distinct possibility that [Moffitt] might at this point be charged, but I have not yet received any investigative reports on the incident,? he said. ?We will review those reports just as in all cases and determine what, if any, charges will follow.?

    Electronics In Kids' Bedroom Linked To Poor Sleep And Obesity ...

    Children with one or more electronic devices in the bedroom?TVs, computers, video games and cellphones? are far more likely to be overweight or obese, a new research has warned.

    The researchers conducted a survey of almost 3,400 5th grade students in the province of Alberta, Canada. They wanted to see if there was a relationship between a child?s sleeping habits, the number of electronic devices in their bedroom, and their weight.

    The results showed that as little as one hour of additional sleep decreased the odds of being overweight or obese by 28 per cent and 30 per cent, respectively.

    ?If you want your kids to sleep better and live a healthier lifestyle, get the technology out of the bedroom,? said co-author Paul Veugelers, a professor in the School of Public Health, Canada Research Chair in Population Health and Alberta Innovates ? Health Solutions Health Scholar.

    Nearly 3,400 Grade 5 students were asked about their night time sleep habits and access to electronics through the REAL Kids Alberta survey. Half of the students had a TV, DVD player or video game console in their bedroom, 21 per cent had a computer and 17 per cent had a cellphone. Five per cent of students had all three types of devices.

    Some 57 per cent of students reported using electronics after they were supposed to be asleep, with watching TV and movies being the most popular activity. Twenty-seven per cent of students engaged in three or more activities after bedtime.

    Researchers found that students with access to one electronic device were 1.47 times as likely to be overweight as kids with no devices in the bedroom. That increased to 2.57 times for kids with three devices, with similar results reported among obese children.

    More sleep also led to significantly more physical activity and better diet choices, researchers found.

    Co-author Christina Fung noted that children today are not sleeping as much as previous generations, with two-thirds not getting the recommended hours of sleep per night. In addition to healthy lifestyle habits, a good night?s sleep has been linked to better academic outcomes, fewer mood disorders and other positive health outcomes, she said.

    L&T Finance Holdings buys FamilyCredit for Rs 120 cr | Deccan ...

    L&T Finance Holdings Ltd today said it has acquired FamilyCredit Ltd, an auto finance company, from its French parent for Rs 120 crore.

    In a filing to the BSE, L&T Finance Holdings said, ?It entered into definitive agreements with France?s Societe Generale Consumer Finance on October 19, for the acquisition of 100 per cent of FamilyCredit Ltd (FCL), a well established NBFC with presence across two-wheeler and auto financing.?

    The consideration to be paid to complete the acquisition is Rs 120 crore, it said

    The transaction is subject to regulatory approvals, the statement added. Y.M. Deosthalee, chairman & managing director of LTFH, said, ?The business synergises well with our existing retail financing business and provides opportunity for us to further expand our product offering in the consumer finance domain.?

    The acquisition will consolidate LTFH?s presence in auto financing business in India, it said.

    As of June 30, FCL had loan book size of Rs 1,287 crore of which two-wheeler financing constituted 53 per cent and car financing 35 per cent. It has 53 branches across 16 states in India and presence in more than 1,400 dealer outlets with a customer base in excess of 400,000.

    Shares of L&T Finance were trading higher by 0.46 per cent at Rs 54.30 on the BSE at 1145 hrs.
